38B Civil Affairs Specialist

Supervises, coordinates, conducts, and participates in analysis, planning, and production of CA related documents and actions encompassing both strategic and tactical Civil Affairs Operations (CAO) and Civil-Military Operations (CMO) for Army, joint, and combined military commands.

2 Level

(Reserves Only). Supervises and performs all duties of preceding skill level. Coordinates resources required to support Civil Affairs Teams (CATs). Coordinates and participates in assessments. Assist in evaluating analyzing and production of CA area studies and CMO estimates. Assist in conducting liaison and coordinates with representatives of U.S. Government/Department of Defense (DoD) agencies and other agencies/organizations. Reports on actions required to support the conduct of CAO and CMO.

The 448th Civil Affairs Battalion, Fort Lewis, Wash., is deployed in support of Combined Joint Task Force-Horn of Africa.

Serves as a Civil Affairs NCO on a ___ man Civil Affairs Team capable of deploying worldwide within 96 hours to provide Civil Affairs support, language and regional expertise; assists in CA assessments and provides civil information of the AOR to the supported command; plans and coordinates with military, NGO, IO and OGA for projects in support of the Commander’s CA plans; responsible for maintenance and accountability of team equipment valued in excess of $________.

Assists in coordinating and conducting Key Leader Engagements; assists with the production of Civil Affairs related products and actions; responsible for assisting the Team Sergeant and Team Chief in locating civil resources to support military operations; assists in the facilitation of humanitarian assistance activities; assists in the coordination of transportation and logistic support activities; supervises and mentors one junior enlisted Soldier.

Responsible for overseeing/managing (as well assisting in) the collection, analysis, and updating of CA/CMO related information that leads to CA products in support of maneuver battalion commander’s operations in combat; responsible for team’s supply/maintenance function; maintains 100% accountability of vehicle/team equipment; assisted Team Sergeant in execution of team’s civil affairs mission (assignments, projects, etc.); responsible for overall vehicle maintenance, safety, and security during mobile operations.

3 Level

Assesses and determines the capabilities and effectiveness of Foreign Nation (FN)/Host Nation (HN) government functions systems (governance; public health & welfare; infrastructure; rule of law; economic stability; and public education and information) and the impact of these functions on CAO and CMO. Advises, facilitates, and assists in restoring, establishing or organizing government functions as directed. Coordinate resources to support CAO and CMO. Assesses and determines the impact of military operations on FN/HN government functions. Supervises, coordinates, and participates in evaluating, analyzing, planning and production of CA area studies and CMO estimates. Conducts liaison and coordinates with representatives of USG/DoD agencies and other agencies/organizations. Supervise actions supporting the conduct of CAO and CMO.

Leads and manages ___ intelligence analysts, researches, conducts, coordinates, and participates in analysis, planning, and production of Civil Affairs-related documents and actions supporting all functions of specialty missions; manages and conducts area studies and assessments of designated areas of operation; assesses, advises, trains, and supports military, government, and civilian agencies on Civil Military Operations to include Populace and Resource Control, Foreign Humanitarian Assistance, Civil Information Management, Nation Assistance, and supporting the combat readiness and warrior task proficiency of Civil Military Operations Center and unit personnel.

 

4 Level

Research, conduct, coordinate, and participate in analysis, planning, and production of Civil Affairs related documents and actions supporting all functions of specialty missions. Help plan U.S. government inter-agency procedures for national or regional emergencies. Assist with civil-military planning and support. Coordinates military resources to support reconstruction activities. Foster and maintain dialogue with civilian aid agencies and civilian relief and assistance organizations. Establish mechanisms for emergency coordination and administration where political-economic structures have been incapacitated.

5 Level

Assist commanders and staff officers in planning, organizing, directing, supervising, training, and coordinating activities for CMO at all levels of command. Perform CAO and CMO planning at echelons of Division and above.

Operations Sergeant on a Brigade level staff for a CA BDE; assists with the coordination and resource management of all missions with requirements from USARAF, JFCOM, AFRICOM, — USEUCOM, NATO, USACAPOC(A), and higher HQs; plans and executes all unit CONUS and OCONUS deployment actions; assists with developing and implementing standardized training protocols; plans, trains, advises, and executes Civil Military Operations in support of the Commander’s theater objectives and regional strategies; responsible for team members, maintenance and accountability of team equipment in excess of $________.
